Dr Chan graduated from the National University of Singapore in 1988. He obtained his M Med (Surgery) from the National University of Singapore and was admitted as a Fellow of the Royal College of Surgeons of Edinburgh and a Fellow of the Royal College of Physicians and Surgeons of Glasgow in 1994. In 1999, he was admitted as a Fellow of the Academy of Medicine, Singapore.

Dr Chan was the first orthopaedic surgeon to be awarded the Ministry of Health HMDP Scholarship for Upper Limb Surgery and trained at the Monash Medical Centre and the Melbourne Shoulder and Elbow Centre in 1999. In 2002, he furthered his training in arthroscopic shoulder surgery with a shoulder fellowship at the Samsung Medical Centre in South Korea. Prior to entering private practice, he was the Deputy Head of the Department of Orthopaedic Surgery, Changi General Hospital and Senior Consultant at the Changi Sports Medicine Centre.

Dr Chan pioneered the use of arthroscopy in treating scapulothoracic pain in Singapore and specialises in minimally invasive upper limb procedures, which minimizes post-operative pain, morbidity and hospital stay. He has a personal series of more than 500 arthroscopic shoulder procedures and these include arthroscopic shoulder stabilization, subacromial decompression, rotator cuff repair, labral repair, capsulotomy for frozen shoulders and lateral clavicle resection. His other clinical specialties include fractures/nonunion clavicle, fracture-dislocations around the shoulder joint, elbow and wrist, shoulder replacement surgery, treatment of complex fractures of the distal radius, tennis elbow surgery and nerve entrapment release. He also performs arthroscopic and open procedures for sports and degenerative conditions of the knee.

Dr Chan is also a Visiting Orthopaedic Consultant at National University Hospital, Changi General Hospital and Alexandra Hospital, Clinical Lecturer of the Faculty of Medicine, National University of Singapore and Visiting Senior Lecturer at the Nanyang Technological University, Master of Science (Biomedical Engineering). He received the Orthopaedic Teaching Excellence Award in 2004 from the National University of Singapore for his contribution to undergraduate and post-graduate teaching. He was the Course Director of the Shoulder and Wrist workshop at the 2004 Annual Scientific Meeting and Chairman of the Arthroscopic shoulder and elbow course at the 2002 Asia Pacific Orthopaedic Society Medicine meeting.
